What you describe is the nature of how Gen1 and Gen2 4Mo function.... they cannot apply any clutch torque until the fluid is moving. Some wheel speed is required to pump the fluid.
Durring an upshift there are no changes to TB (unless your pedal position has changed)
Durring and upshift the DSG tells the ecu 'change gear' and the ecu reduces torque by retarding ignition.
