      38mm is fine for a GT35(R). If you want optimal performance, just make sure that the hole in the manifold is gasket matched; it's a common fix to get optimal performance from the wastegate.

      Pulling your fenders is a much more "invasive" procedure than rolling them. By just rolling the fender you make sure you don't start peeling chunks off your tire when you turn or hit a bump.

      18x9 ET30 is what you'd be looking at. You shouldn't need to pull the fenders, just roll them. ET25 might give you some issues with brake clearance.
