I bet that big rig was going faster then 2 mph. If the conditions were that bad that minivan driver couldn't see and stop safely then I would say they were driving too fast for conditions.
Leaving your dog while you're out riding is a terrible idea. Rent a minivan and bring just 2 mountain bikes.

ALH TDI here. Mine has 346,000km or about 215,000 miles. Motor, turbo and transmission are all original.
