did a search on the tex and on the web, couldn't find any laws on headlights! Maybe you can help me?
They have to meet the FMVSS106 ..whatever standard for light bulbs....
That being said...although The Phillips WeatherVision meets that standard and has the DOT/SAE seal of approval, come inspection time...whoever does the inspection, depending on his/her interpretation, may fail you.
I went through it before...with my old car, where I had Phillips WeatherVision 9004WV, which I got from K-Mart...
Technically the Phillips WeatherVision is legal....but it's up to the cops or whomever is doing the inspection.
honestly though, i can't see why they would be illegal. smoked headlights are legal here. but then again i am not a PA inspection mechanic.

see thats usually the prob. forgot to mention, the high beams CANNOT be yellow, just the lows.

I'd have to check my Inspection regs book to confirm 100% , but I believe that headlights must be white . (front turn signals amber , and rear turns amber or red)
I have WeatherVision bulbs in my SVT , they're sort-of yellow , and are legal to the best of my knowledge . I agree about the yellow vs. blue light comment 100% .

I think you got that flip-flopped - lows should be white, highs can be yellow. I see an older Benz all of the time and the outside lights (lows) are white and the inner lights (highs) have yellow colored lenses (and it should be noted that an old lady drives the car I referring to - it's not something modified from Benz'tex.com)...
Here's my custom hack job using all OEM VW parts (and I am running stock white bulbs)

i actually just got done taking and passing my safety inspection test and headlights must be white/clear in color unless origianally equipped otherwise. wether or not you will fail inspection is all up to the mechanic
