P0480 OBD Code

My 2.5L 2006 Jetta threw the P0480 code "Cooling Fan 1 Circuit Malfunction"

The coolant temperature never goes above 190 F. So I would presume the fan is working. I also hear the fan for about 20 seconds after I turn off the car.

Could it just be a malfunctioning relay?

Upon further investigation the "upper" drivers side fan is functioning and spinning insanely fast. The "lower" passenger side fan does not come on.

Did it throw a CEL

Yes. It had 3 recorded instances. I reset it for now, but I know it will come back on. I reset it before by pulling the ground off the battery.

The dealer replaced both fans under warranty.
