      just a heads up: if a car is impounded only the owner can go get it.

      if it sits long enough then they might issue a new title, but i bet the car will be scrapped in the long run!

      Sure, maybe he was going 20mph, what if some kid ran out in front of his car? With the SEVERE lack of road-tire contact, he would not be able to stop any where near the amount of time/space that a proper car would be able to, let alone swerve out of the way.
