      Those are Diplomat plates. Special registration for foreign ambassadors and their families (I believe). Great way to get some neat cars into the states. I don't know the details of what is or isn't allowed, but I have seen some for sale listings of foreign-spec cars previously owned by ambassadors.

      They're fairly new... but I see a lot of them around DC.

      I see them a lot on euro spec BMWs and Mercs.

      The Peugot was right on N6 near Bedford. Haven't seen it since, so I guess some fancy pants wanted to take a ride over the bridge to see what all the fuss was about. Maybe he had a hankering for overpriced food-truck food, or he wanted a clapped out polaroid camera that doesn't work being sold off a folding table.

      San Francisco is definitely in the top 5 for the place with the most dead Volvo Amazons. I was surprised to see such a rust free example here in Brooklyn.

      There have been topics on Peugeots in New York before, all of them belonged to employees of Peugeot USA. Could this perhaps be one of them?
