Power stays on after pulling key out

The car is a 2001 Jetta TDI automatic. The problem is the car is always sending power to the turn signals, 4 way flashers, horn, and interior fan. Once the ignition is turned off and the key is removed, everything continues to run until being shut down manually.

Any ideas what is causing this?
(I guess its worth noting too that the windows do not work all the time, so it seems to be local to the steering column/dash)

Find someone with access to Mitchell or find a Bentley manual to have a look at your wiring diagrams... that's the best way to diagnose these kind of issues...
