There apparently were two wires leading into this thing. It was clearly a hack wiring job at one time that didn't stand the test of time. I asked my mechanic friend what it was and he said it doesn't seem to be effecting the car so who cares.

On my car it is located on the vacuum line just off the dizzy, not sure why yours is way up there.

I didn't realize there was a shift light on this car. Man I really want to hook this up so I can be told I'm not shifting right all the time.
I guess it might be better if I pulled it off and capped the vacuum line properly. Or I could just leave it.

I Agree. That is part number 171919825B.
Interrupts cold-running enrichment above idle on the (CIS) 1988-1989. Called the "cold-running enrichment vacuum switch". The one end is suppose to have that cap on it.

Thanks I figured it wasn't the shift light thing, since this car doesn't have one. This could explain why it is difficult start every odd day or so.
