I just put a release bearing seals and clutch kit on my 020 trans and mounted it back on the motor and its almost impossible to push the clutch arm by hand. Is this normal?

It should lift easily up to 9:00 with light spring pressure behind it, then get solid.
The cable pulls it from 9:00 to 10:00 to disengage the clutch.
9:00 is where the parts are all in contact with each other, lifting it further will begin to collapse the pressure plate and disengage the clutch.

Disengaged.... at about 10:00, or just under the 27mm selector cover:

You won't be able to lift it by hand past this point:
