    Try this:

Turn key to on position (do not start the car)
Push down on your turn signal indicator to activate the left turn signal
Pull in on the turn signal indicator to activate the temporary brights
    Hold until you hear dinging

This seems to only work on some MKVs but it worked on my 2010 Jetta TDI.

To turn the DRLs back on simply repeat the above steps but push the turn signal indicator up to activate the right turn signal instead.

I did, never worked on mine. Had to do Vag-Com. (But that's okay, I ended up doing other tricks with it too).

It seems to only work on the late model MKVs. I'm hoping it will work on the OP's 2009.

Or it could be a MKVI transition feature for the 2010s...
