Given the content, I would buy the cheapest thing I could get from one of the big manufacturers. At the entry level they are all going to be very similar at similar price points.

Which LCD TV manufacturer has the best SD up-conversion?

Looking for a TV for my daughter's room, under $500. Probably going to stick with LCD so I don't have to worry about paused DVR induced plasma burn-in. She watches mostly SD shows, so which manufacturer offers the best up-conversion LCD TV?
Also, do I need to worry about 60hz vs 120hz refresh rates, given the content?
