To answer my own question, yes they are. The brackets are different but the circuit board and relays are the same. I will switch the Passat circuit board into the old Eurovan control box and bolt it back up (looks a little ridiculous hanging down by the wires with the glove box still removed).

Are 357 959 875 and 191 959 875 controllers interchangeable? They look identical.

What year is the Eurovan? Are you replacing the control because of failure, or retrofitting cruise into a van w/o? If failure, what were your symptoms and how did you identify the culprit?
