Depends on how many miles are on it - How well its been taking care of - They are a great car - but the maintenance will kill you - I just had to replace my front dipped light beam and it was $450.00 and was not covered by my extended service contract. 40,000 tune up - is $600.00 - they recommend changed brake fluid every 2 years that another $100.00 - So I would really think about it - the best bet is to buy it new, if you can.

not exclusive to diesels dipped light? do you have adaptive xeons? if so, this is not isolated to TDI's. any vehicle equipped with adaptive ligthing can suffer from this.

not exclusive to diesels 40,000 tune up being $600.00 is expected if you have the dealer perform the work, close to $100 an hour for labor, it does not take much for parts and labor to be this much.

not exclusive to diesels Brake fluid changes: Brake fluid is hydrophilic, meaning, water is readily absorbed. no matter what you drive, you should do brake flushes every two years. and again at close to $100 an hour for labor this is to be expected for a dealer to perform

the overall maintenance costs for the diesels are marginally more expensive than the gas variants. performing basic maint yourself with save hundreds in labor costs. If you are not the DIY type, that is understandable, however, any increase in costs by having the dealer maintain the vehicle is mitigated by the effeciency of the TDI.

also, if it's DSG, thats another 350-500 dollar service @ 40k miles.

and again, DSG service is not exclusive to TDI's. and that is if you have the dealer perform the service.

Maintenance is maintenance...it's paramount. It costs money no matter the car, and when performed regularly will save you $ down the road. Learn to do as much as you can- $600 is crazy for 40k tune up. 22k miles is nothing on the tdi, look up more info on the tdi club forums(you will find much more specific info). They seem to be very reliable, my mother loves her tdi Jetta- which has been flawless for the 60 k she's driven it.
