I purchased a 1999 VW Golf a few months ago. The keyless entry has never worked. I don't mind locking the car using the key, so I'll save that issue for another day.
However, when I unlock the car using the key, the alarm doesn't disengage all of the time. Sometimes it disengages, sometimes it doesn't. I've noticed that it seems to be affected by the weather. E.g. when it's cold, the alarm won't disengage while when it's warm out, I can disengage the alarm by unlocking the door using the key. (sometimes this is the case)
The power locks don't seem to be working when unlocking the driver's door with the key. Sometimes I can get all of the doors to unlock while using the key and other times it won't work.
Any suggestions on what needs replaced, serviced, etc.?
It's a pricey repair at the dealer ($100+ part and $200+ labor is typical).
If you can source a part elsewhere it's not too complex a DIY job. You could take the opportunity to upgrade the front speakers while the door panel is off, too.

i have the EXACT same issue because i to use my key to lock/unlock the door as my chip is also broken with no battery inside. I am glad i found a post by someone else here. mine is a 2000 same model same engine. same problems...
sometimes will disengage, sometimes will not disengage. i unlock the trunk if it doesnt disengage the alarm when i insert the key in drivers side door.
so, did you fix the problem?
i took off my door hoping i could find out what the issue was but everything looked fine. i may just remove the door and unhook the alarm trigger from there c what happens.
