Glad you got it figured out :thumbup:, been having the same issue with mine and after hours on end and a couple hundred $$ in parts I found that the head gasket was blown. Not mixing fluids, but burning coolant and losing compression through the cooling system :banghead:

i think i could be a hall sender with a bad connection maybe, vacum leak, what about the cold idle does that work all the time maybee a bad thermo switch
my '91 GLi had the same issue. solved it by getting the T-body idle stop/ idle switch perfectly adjusted with a feeler gauge. my car idles perfectly, but if i move the idle switch even 1/2a mm it will get that surging idle. makes me wonder if my harness has the same issue. let me know what you find when you test your old harness. opcorn:
I think we might have found the issue in the harness. I think. I have continuity between the CTS wires, O2 sensor wires, DPR wires but NOT the ISV. Now, the only thing is, the ISV has a fuse on the fuse panel. Does the ISV run to the fuse panel before going back or what? I don't have the patience to figure it out nor do I care so I will jsut make myself feel like that was the issue.

I think that is because the ISV is powered through the fuse box. Who knows. I did get 12v to it before I removed the harness. I still don't have a clear reason why that was going on.
Anyways, I replaced the fuel distributor and intake tube.
Pretty sure one of the two is either from a Passat or regular CIS-e.

hmmmmm... I wonder about that circuit. My ISV works and everything works perfectly 90% of the time. But it has some random idle problems that come and go.
what fuel gauge did you use? can i use one from autozone or do i have to use part number 1318?
