Are you getting fuel past the CIS box or are you getting it on the way up?

I have a 83 gti that I have been having a really hard time getting started. I finally got spark, turned out I had the wrong distributor. Anyway now I have spark, car has fuel, cranks really strong, but still won't start. Any suggestions????

I smell it vat the cis box, not sure if it's getting past there or not. How can I check that?

You should be able to pull an injector out and place it in some sort of container and crank. You just want to verify you're getting gas out of the injectors. A helper would make it a bit easier.
Seeing that you mentioned a new distributor I would rotate it in small increments and crank between each movement. Could be a timing issue at this point. It may kick over at some point during the rotation.

most of the time, that does nothing. the engine usually sucks air thru the now vacant injector hole and doesnt pull the air sensor plate up..
the correct way to do this, is to lift the air sensor plate with a magnet, from the bolt head, and either jumper the fuel pump relay (easy) or have a buddy hit the key (even easier) and watch for fuel spray as the fuel pump comes on with the sensor plate lifted..

I once had all 4 of my injectors pulled out of my 16v and had them resting on a piece of cardboard so that I could see the spray and it worked. They did not spray right away, but after cranking for a bit all four emitted fuel and darkened the cardboard!
You may be correct as related to the "correct" way to do it and how "most of the time, that does nothing", but this was my personal experience!

Thanks for the advise, I got the engine to run, but it dies right away. My first issue was that my timing was way off. Now the engine starts, but dies right away. I'm gonna check for fuel delivery at this point to make sure it's getting enough fuel.
Any other suggestions?

I'm having the same problem as you, i havent gotten mine to start yet. how did you have to time it to get it to start?
