Fuse #38 keeps blowing?? Possible CCM problem? Where should I look?

I been having this problem now for a while now and now trying to tackle it being its such a hassle to be always without power windows, gas release, alarm, power door locks, etc.. My friend has a CCM that is in working condition to see if thats whats wrong with my car but he wont get it to me till tomorrow. Today I removed a blown fuse in #38 slot. With the CCM unplugged the I put in a new fuse and did not blow. As soon that I plugged the 3 harnesses back it blew the fuse. Does that mean that My CCM might be shorted out? Where else can I look if I have a dead short? I checked all the door boots and none are torn or damaged and I can't open my trunk . Any info will be great in trying to solve this issue. Thanks for all the replies. My car btw is a 2000 Jetta GL !!
