White imported Scirocco in Quebec City parking !!

Yes a nice White scirocco was in the parking and I was not dreaming ! I took several pictures and the car is HOT !

It's from Ontario I can see by the license plate. It's imported for sure but how does the owner did the legal importing of this car ??

The car is not sold in Canada, doesn't use the same TSI engine and I think does not meet all criteria to be imported and licenced here I think.

Probably foreign diplomat. Or, an HPA Scirocco.
