not in GA, you pay registration+tag fee (~$300), sales tax on 24500 would be $1700 (@7%) + any dealer fees.

In Maryland yes, GA no. Also registration fee in GA depends on your county. In my small town it was ~$45 IIRC.

That was tag fee, there is also "ad valorem tax", but you wouldn't know as you dont keep any of your cars long enough.

I do not think my county has ad valorem. I lived in Fulton and I used to get raped by it, but I do not recall paying it in my po dunk county. Unless I am 100% wrong and it is at the state level.
