Question about a website problem I'm having ( not this site)

On this site trying to scroll from one post to another takes 4-5 seconds before any movement happens. This doesn't happen on any other website I visit. What's causing this? I've emailed the administrator and gotten no reply or fix. TIA

If it's only that site I would guess there is some script that is running in the background that is either timing out or slow to respond- it could be on the site itself or maybe in a banner ad.
