Finally at least got the car in neutral but still no starting. It seems the first row in the dash fuse box has no power. I feel this is playing a part in it.

Starting Issue

Ok so here is the story.
Car was running at idle this morning. Compressors for air ride were also running. Then the car just shut off.
It now won't turn on and will not disengage from park
Interior lights work, radio works, air powers on
Things I have tried
New battery
Checked all fuses with a test light
Reconnected all grounds.
No dash lights that would indicate immoblizer or transport mode
