This looks like a 2 door 2002 Golf so the coding of 00016 is correct, but you may try recoding that module using a non zero WSC such as 12345 to see if 01044 clears after a key cycle.

I would check the basics including fuses and power/ground to those components and see if the ignition switch (including wiring to it) for melting.
