Umm no.
Firstly the car is now under tired. That's right, it actually has less foot print than it came with stock... real upgrade huh.It effectively now has honda civic sized tires on a 3200lb car.
Secondly, it is too low. The geometry has been compromised, so no, it doesn't handle better. Doesn't matter if they're the best racing dampers on the planet, that won't help solve the geometry issue. And I doubt they're very good dampers, but we'll wait for you to tell us what they are.
Thirdly, the exhaust doesn't sound so great either, that's preference though.

You must be new at the whole reading thing. Let me help you out, I've bolded and underlined the simple words so you don't get confused.
I know exactly what those wheels are, they're a factory two piece wheel on E39's, also called RC090 in BBS-speak. They're the most played out wheel on E36's, they look descent however not worth running the smaller tires. They are 17x8 et20 requiring a tire size of 205/40, 205/45, or 215/40 tire in order to avoid rubbing because of the low offset. No thanks.
The fact that it can be driven on a road doesn't change the fact that the car as it sits handles worse than it did stock. I know not everybody is into performance and that's fine. However, accept that what's been done to the car is not a performance enhancement but rather an aesthetic compromise of performance.

It absolutely will. Very nice, low mileage, E36 M3s still bring $16-20k when they haven't been "crushed" or have the bumper stitched back together. There's a factory lightweight at enthusiastauto.com that they are asking $48k! As a former E36 M3 owner, it still makes me sad to see this.
