Not true. The check point he is talking about is agricultural check point... to make sure you are not smuggling fruits and vegetables from other States that might introduce parasites that will damage one of our biggest export industry.
There is no internal border control in the US. Once you are in, you are free to roam the country. It's one of our constitutional guarantees.

eh, not exactly
http://en.wikipedia.org/wiki/United_...or_Checkpoints
We have a few fixed intererior checkpoints, usually within 100 miles of the border - from both Mexican and Canadian borders.
We have 2 near San Diego - San Clemente (I-5) and Temecula (I-15)
They are used as a deterrent (i.e. to give presence along the major thouroughfares) and as an opportunity for inspection-
- scales - to monitor weight of commercial vehicles and ensure proper tariff/trailer fees
- agricultural inspection - more to do with NAFTA than inter-state travel.
- infrared/sonar - they have devices for scanning vehicles (see the vans with the radar-like equipment parked on either side of the checkpoint)
San Clemente is shared with CHP as a 2 in 1 checkpoint opportunity.
In addition we have "tactical checkpoints" which are more "mobile" in nature - such as along Highway 94 near the Tecate border crossing (Dulzura)
I'll also add that I carry a passport with me when travelling in the south SD county area because there are other "random mobile checkpoints" along some of the border front roads. (such as Monument Rd in the Tijuana River Estuary area)
