What is this and what can be done?

It didnt really bother me when i bought the car and now im starting to notice it more, but i cant seem to put a finger on what this is? I don't think its rock chips or anything, clear coat coming off? Sorry this question may be stupid or may be answered but what can be done to fix it. I was told if sanded down the whole car would need painted? Probably will just buy a new hood but what about the 1/4 panel?

your clear coat is dead. The scratch look is actually where the clear is dieing and the spots are where it is letting go. Probably a repair job with cheap clear. We have actually removed the clear with a hot water pressure washer. Then scuff, apply 1-2 coats color and clear.
