Tips on repairing small surface rust spots

2000 Cabrio - on the area right above the windshield, there are a few rusty spots (smaller than a dime). I think these are paint chips that never got attended to and are now rusty.

Any suggestions on how to treat these. I was thinking, maybe sandpaper it down a little and apply touch up paint. Any suggestions?

Also, where can I get the touch up paint from? I do not have the budget to get it fixed preofessionally so I am looking at a way to at least slow down the rust. Was hoping that by removing the small rsut spots and apply new touch paint would help

Can get color code paint made at napa as long as its not custom paint you can find the code on the car. I just bought tornado red for 15$ a can.

as far as painting it once you grind rust off and tape off and paint has dried try buffing it out to blend the colors together so there is not lines

Edit: That is how I have done it in the past - I also do not have a clear coat.

Except my rust spots are about the size of a half dollar in a couple places... Any tips on working with a clear coat?
