It might have brakes. 2CVs have drum brakes mounted to the transmission outdrives. He had the right side drum strapped down so it can't turn and is using the left side drum as a sort of friction drive on the rear tire like on a go-ped.

Are the car parts made of paper though? You can "drill" a hole by "rolling" a piece of sheet metal then un roll it?

Fold piece of paper, cut a triangle out with a pair of scissors, now unfold it ... voila! ... hole in a sheet of paper. Now, replace the paper with sheet metal and the scissors with a pair of shears or whatever he had to cut it and the same thing happens ... hell, you could file the edge down into a hole as well using this process.

Not defending this incomprehensible story, but that point actually stands up to reason.
