Ok so this cluster along with AAA motor from a 96 passat have been swaped into my 89 cabriolet... I was the last owner of the passat this swap came out of and this issue never happened before.
Right as you turn the key on all of the needles in the cluster will start vibrating a small amount right near the bottom of their sweep, the cluster also buzzes while this is happening... If you start the car all of this will eventually stop but the gauges act as if they were at their zero point even though the car was running
(so rpm even though its around 800 will read zero unless reved.

Now if i turn the key off and wait for this to stop and restart the car it will go away and act as normal and it will not always act up its completly random it seems when this is happening
Just hoping someone else has had this issue and has some idea of what it could be ... Of and yes i did try searching the issue but couldnt find anything on it

My gauge did this a few times before I had my yellow top battery. I think for me at least it had something to do with the battery connections, like if my negative was slightly not tight enough and could move it would do this. Also it would be good to check grounds and fuses just to be safe.

Be careful when you tighten down the terminals though I stripped one once being a gorilla.

I'm pretty sure mine was because of the battery because it hasn't done it since.

Oh no unless i missed a ground while wiring their should be no bad grounds... My battery is in the trunk and i welded a stud with a double zero ground cable
Going to it... And i reused the cabriolet circle of spades screwed into the body for the computer and gauges... But hell even with that with vw you cant rule them out XD ill be double checking them once the motor is back outfor bay
Cleanup before shes on the road

the only other thing I could think of is something within the ignition system because mine only did it when turning it on. I know mine hasn't done it since I changed the battery out. Are you running a new battery or is it like 3 or 4 years old? I am pretty sure mine did the same thing as yours except mine wouldn't even crank.

Makes sence yours wouldnt crank if it was a battery or battery connectionit has to be a loose or missing ground somewere under the dash.... Ill have to hunt cause if it was a battery or connection for me i would assume
I would have the no start issue.... Mine fires up strong every time lol... Good thing i havent put the dash back in yet

Same, went away by tightening down negative terminal. Ultimately went away with a new battery.
Tighten all connections, front and back ,if it still buzzin' throw your battery on a tester at your local autozone.
