    I have a 92 passat wagon syncro with a 1.8t swap and upgraded turbo setup. At 15psi it should be around 290whp (based on the same setup in another car) and it averages around 28mpg. With a little more fine tuning i hope to crest the 30mpg mark soon.

    I bought the car with the motor and turbo setup and removed the factory 1.8t chipped setup that ran like poo and swapped MS2 on. I finished the swap last october and have put almost 15k on the car since. Drive it everyday, rain or shine, snow, sleet you name it, its seen it this winter

    Any Volvo T5 with minor mods for 300hp: stealth, excellent at passing, good mpg off boost and under budget.

    1993-1996 cadillac fleetwood with LT1 engine, stealth, no 30mpg though.

    I don't see you getting any closer than the Saab Viggen (or 9-5 Aero). The 9-5 gets you closer to 300 hp stock, but quite a bit over 3000 lbs.
