I have 2001 Audi TT 225 and the cooling fan (left hand drive) is not kicking in and the car is overheating. I removed fuse 16 (10amp) and both fans are working. When I put the AC on also both fans are working.

Fuses and fuse box on top of the battery are fine, I replaced the thermostat, fan module, fan switch and the green temperature gauge and the cooling fan is still not kicking in.

Top hose gets hot, bottom stays warm. AC works but no heat. I'm assuming it's now the water pump but why is the cooling fan not kicking in?

If AC turns fans actually work it sounds like pump. Early cars have plastic pumps that disintegrate.

When you have a bad pump you get poor circulation . Motor is hot the top but cold at the bottom.

Did you replace thermostat (in side of block) or the electrical therm o-switch in bottom of radiator.

Yes, I replaced the Thermostat and the Thermo Switch... Yeah, thinking it's the water pump...
