As far as I'm aware there isn't anything else different between the Passat Harnesses and the Mk3 harnesses...

Other then on the Mk3's they have the Lighting & Radiator Fan & A/C harness all tied together into the one harness...

Your issue sounds more like a wiring problem at the fuse box or such...
