Disagree. He's pretty immature for sure and desperately needs a reality check and a lesson on choosing your battles, but he's got enough talent to be where he is.
I'm of the mind that the incident with Perez was 100% a racing incident; Pastor simply lost the front end to under steer and Perez was unfortunate to be on the outside. That said, Pastor is a victim of his own past; had he a cleaner record I don't think such comments would have been made and I think it would have been see as it should be: a racing incident.
Hopefully he can get his act together soon because he shows some real promise in terms of raw pace.
