Companies have the police their trademarks or run the risk of losing them to the public domain.

you would think that a company would be thrilled that people would make shirts to advertise for them for free![]()

They are. They just need to have a policy in place to show that they are policing their trademarks and it also gives them a way to control questionable uses.
It may take a little time to get approval, but that's what car clubs do.
Companies have to be able to show that they monitor trademarks and copyrighted material. Anyone that markets a shapoo in a bottle of similar design to the Prell bottle will hear very quickly from P&G, as the bottlei s "unique by design."
