Winding noise when foot comes off brake in Park, D, R

Every time i turn my car on, I hear a noise that sounds like a motor trying to wind something up. It happens when I turn it on, when its on park and my foot goes on and off the brake pedal, when I switch to R and take my foot off the brake pedal, and also onto drive when I take my foot off the brake pedal. It is not speed dependent and it does not affect performance. I'm just not sure what it could be.

Any ideas?

Car is a 2004 GTI 1.8T. DSG transmission with 123k.
