Either you hooked your gauge up to vacuum or your air filter/intake is plugged.

the car has lack of power so im thinking, let me hook up a boost gauge and see if its building boost. i hooked it up and started the car and the gauge went to -20 ok cool.. i floored it and iw went to - 30. what the hell is going on.. is the wg stuck open? is there a electronic sensor that lets air pass thats stuck? anything would be great. thanks

vacuum turns into boost i tried like 3 different spots and all the same

i dont know if i need to say this or not but was the car under load (driving) when you tested boost. If not take the car for a drive look for 13 psi ish, that stock if ur in the 3-5psi range you are in limp mode. when i had no bost problems where as follows, blown vnt actuator then 1 year later no boost blown turbo
check the snow stop in your intake pipe(its conected to your air box) for leaves, this could be choking the motor.

As said you DO not have a wast gate turbo..You have a VNT Variable vane technology.. You have a 10 year old car and NJ has winters with salt... OK most likely you have a rusted Turbo actuator. A VAg com/VCDS would show no boost. You have no Vacuum to move the vanes to give you boost.
