Help me ID this bike

I found this photo of my great grandfather and I'm wondering what he's riding. This is in the early 1920's, and he was a constable in Ohio at the time. I couldn't turn up anything on police motorcycles of the 20's, so I turn to you all for help.

I was thinking Indian, but upon further review, it seems to be a Harley. Possibly a Model J:

Looks pretty close. I can't seem to find an example with the triple headlights, so it was maybe custom or ordered from the factory?

I'm sure the aux lights were aftermarket or a dealer option like they are now. If you look at the rest of the bike, the single downtube frame, 3 element lower girder support, and "dents" in the tank above the cylinders all seem to match up.
