So apparently Gangnam is an upper class part of Seoul, similar to Hollywood. The girls there tend to be prim and proper during the day, but wild child partiers at night. This song is displaying the fact that he is also a classy dude, but knows how to party as well, and he wants to get himself a Gangnam girl.

He's saying "oppan Gangnam style" which means roughly "this guy is Gangnam style", but specifically the way you'd say it to a girl ("oppa" is how a girl would refer to an older brother or male friend, it's complicated). Gangnam is an affluent district in Seoul, a lot of K-pop industry is based there but the song is actually kind of making fun of the Korean obsession with wealth and pop music.

I was expecting filthy lyrics a slutty Korean girl and lots of cool stuff, instead I get a song about humble modest sexy girls and drinking coffee fast? Korea is so weird. I can only imagine guys in polyester jumpers listening to this in some dark alley way in Pyongyang and then getting up and doing the dance while looking over their shoulder to make sure the Dear Leader/Gorlax is not watching them.
