Rad. A/C fan not coming on

I replaced the original fan with a bone-yard fan ( I know I know anyway ).... now its not coming on.
I put the test light on the plug where the LONG wire plugs up beside driver side headlight and I am not getting anything.

Is there another way to go about this?

What I have tested so far.

1. Fuse ( 30 amp )
2. Relay ( i took another similar and stuck it in place of A/C one.
3. Took some jumper wires hooked straight to fan. ( did not come on )

What I am concerned about is why test light is not lighting up when I test to see if there is even electricity going through wire ( with car running and a/c compressor kicking on )

ok new fan works, got a better set of jumpers.

BUT it still doesn't turn on. as mentioned in previously no ele. coming to connection ( for fan ) from what I can validate with test light.
