The blue and black are fuel send and return to and from the fuel tank. The clear is a vent line from the tank to the EVAP system. I don't know why it ha oil in it. It's not supposed to.

I tried searching.. didnt come up with anything... So i thought i show everyone this pic to see if anyone knows whats this hose is for. Its the clear Hose with Oil like fluid inside, and its near the fuel filter, and my car is a 95 Jetta GLX.
Im trying to figure out why the fluid inside it doesn't move when car is on or when i drive. Thanks for any help!

Thanks. idk if its oil but it kinda looks like it..so idk. could that fluid inside that make the car run sluggish?

Those are NOT the fuel send and return lines. Those lines are for the fuel EVAP purge system. If you look under the hood, under the air box, on the passenger side youll see them again. The go to the charcoal canister and EVAP purge valve.

The clear one is EVAP and goes to the business under the airbox, yes. The blue and black ARE fuel. They run from the fuel tank, through the boxed frame section, come out below the throttle body and run up to the fuel rail.
