    If I purchase a car with personalized plates already assigned to the vehicle do I need to change the plate and if not will I be stuck with the personalized plate charge when the registration is due.

    I'd ask your local DMV. I know here, the plates on the car stay with the person who put them on the car. I would assume Cali is the same way, but I have no clue.
