What material is a heart rate monitor STRAP made of?

You know, a normal heart rate monitor that you wear around your chest for, say, a garmin or polar watch. I don't care about the actual technical part, I care about the strap, the stretchy part that goes around your back.

What is the material or where can I buy that material. I don't want a new strap, i want to use that type of material/strap to make straps for other things. I just can't seem to find what type of material it is. All I find is "elastic strap", and that doesn't help me.

Could I find this type of strap say at a fabric store?
