You can sometimes free up the EGR valve if you get it moving and then lubricated what you can get to. They're often just coked up with carbon. OBDII Fords often throw "EGR Flow Insufficient" as a code, which everyone thinks means "I need a new EGR valve". If these are like those, then sometimes you can get them running correctly by simply cleaning the carbon out of the pipe that leads to the EGR without replacing the EGR itself.

I think this car was one of those early 5.0's that had the common problem of the engine sensor ground wire breaking. There should be an orange wire grounded to the back of the intake manifold. Make sure it's still attached. The oxygen sensors use this ground as their signal return.
I actually have a breakout box, and a SBDS at my house.... but it looks like you're in Cali.

Sweet! I was waiting for my slow comp to load the page and was hoping that it would have velour interior rather than the crap leather ford used at the time. And lo and behold. I'll always remember and like the way ford velour smells ever since my grandparent's old '83 marquis(not grand).
I'm a bit jealous. If i didn't need a fuel efficient daily due to driving tons, i would have probably "gone period" and have bought an '86 town car or cougar or somesuch when my pos sentra pooped out.
And of note, 2 weeks or so ago i actually saw 2 of these crown vics driving in a row(one following the other). Maybe not a huge coincidence, but i don't see these driving all too often anymore, much less 2 in a row. Both drivers were ancient(85+).
