spots like that are usually the start of delamination. its the clear separating from the aluminum surface. if its not a surface scratch sanding and buffing/clearing will not do anything. strip and re-clear is the only option

Just wondering what my options are with some wheels I just picked up. They are brand new wheels, only one has been mounted but one has some bubbling in the clear coat. It isn't cracked or peeling, just whitened/bubbled. I was wondering if it would be safe to wet-sand it down and maybe spray some more clear coat over it? Just a bit uneasy since they are machined. I don't want to sand through the clear and mess up the machined surface. Any thoughts?
Wheel in question is on the bottom near the lug holes....
