I guess that is Belgium, and the Mercedes is definitely from the Netherlands, not France... roads looked too smooth, after seeing the condition of the roads, thought went towards France.

Driver in the Passat has to be French though, no German would willingly try to damage their car, and the Dutch aren't that crazy. Doesn't look like a Belgian, plates don't have red lettering/numbers.
No german plate in the video. Actually, it's belgium that has red lettering on white background; france has black lettering on white b/g with two blue rectangles on the sides (the new plates, the older being black on yellow or black on white, both without the blue rectangles). As for the roads, there are portions of good pavement in France, in the Netherlands as well as in Belgium. I know, I live 5 mins. from Belgium and the Netherlands. I do get your thinking about the Passat guy being a french thoug. Maybe an expat?

I tend to think that it's got to be a part of some stund or movie; the passenger in the Benz stays way too composed. And the 3rd car (the one behind the Passat) has the hazards flashing too but keeps some distance, maybe in order to keep other traffic away?

If it's not staged it's really crazy though.

In Belgium driving is easy. Just drive faster than everyone else and they'll leave you be.
