Fuel gauge doesn't work... please help!

I have a 91 passat 2.0 16 valve... My fuel gauge doesn't work... The previous owner tore my fuse box apart. Its like a birds nest and I'm not all that good with electrical problems. Does anyone know how I would go about checking to see what the problem is?
Any help would be greatly appreciated...
