Ok, this week my 91 gti failed inspection because the e-brake didn't work. The car is a vr6 w/ 5 lug swap, done by a previous owner, so I'm not sure what calipers were even used.
There is tension at the lever, and i adjusted the cables there with no avail. By looking at the caliper itself, it looks to me that the the spot where the cable pulls on the caliper is already pulled down with the lever up front not engaged.
Any ideas into what brakes were used and how I may fix this would be awesome.
    Thanks guys,
    Ray

Is that hoe the levers sit without them being adjusted? If you take the cable off do the levers retract? If they stay down chances are you will need new calipers. If they pop up into place where they belong its most likely cables. I beleive you can use MK2 or 3 calipers unless they are the larger brakes. Cables most likely for MK2.

The photos show that the brake rotor is shot too.

There is no way there those rear brake rotors are going to pass inspection, because they are too thin. I'm surprised they didn't tell you that (or did they, and you didn't write anything about that).

Replace the brake rotors, wheel bearings (housed in the rotors), and brake calipers. The rubber cover on the parking brake cables crack and allow moisture in to sieze the parking brake cables, so if the rubber on the outside of the parking brake cables is cracked, you need to replace the parking brake cables as well.

    Ok, an update.
I replaced the caliper and pads, and still no e-brake.
