Fuel pump/relay/long beep under hood

Car would start some days and some days not, winding noise from pump so replaced. left fuel pump cover off to see if gas would squirt out when turning on ignition and no fuel. I bought a new fuel pump relay switch but didn't put in yet because I was looking at engine and my buddy turned the key to the on position and i heard a constant long beep sound from the center of intake/bi pipes, I have uploaded a pic. Is this something that could possibly be a reason for fuel pump to not be triggered or should i worry about the relay first? I hear sort of a clicking noise with long beep from this in the picture
