My horns failed too, and I just bought a used one from a similar year Audi at a junkyard for $20. That was three years ago. You have one to the lower left and one to the lower right just behind your grilles on the front bumper. I had to lay down on my back and jack the car up a little to R&R mine (only did one to pass New York State inspection), but it wasn't too bad.

I'm pretty sure the horns are located in different locations for security reasons. Don't want car theives disabling the horns easily as they're part of the alarm.

My DIY here with text and pics.

    http://public.fotki.com/TTQ2K2/tt-ex...rmarket-horns/

autozone after market are under $20 each...you need two...high and low tone. About $150 for oem replacements.

Some have been able to R&R without taking off the bumper but it is tight.

    cheers

Security alarm-horn is separate. It is located in the engine bay, below the windsheild, in the "plenun chamber".

    cheers.

FWIW its pointless to put them in the upper grille. You are only blocking air flow to the largest cooling area of the radiator. I put mine close to the oem location
