low beams dont work, high beams do

heres my situation. its very weird. during the day, when the ebrake is not pulled (such as when im driving), my running lights (low beams) work, and all my turn signals works.

at night, when i turn my light switch on, my low beams will not work at all, neither will my right turn signal lights. Only my high beams work. My low beams will only work when the lights arent actually turned on. But at night I have to have my lights turned on for my rear lighting. But only high beams are working.

Also, my fog lights quit working also.

is this a wiring issue? if you have more questions feel free to ask. I feel like i left something out.
